Initializes a wallet with bootstrap accounts (including secret keys). If the second argument is provided, it must be a path to a file containing definitions of the bootstrap accounts in JSON format.

Note: the default bootstrap accounts use the 'unencrypted' scheme so this scheme must be registered already.
